Commercial cleaners offer a ready-made solution and generally, when they don’t work properly it can be attributed to user error in some fashion. Make sure you read the instructions and if you have to take multiple runs at the mess then switch up tactics a little bit until you’re able to take care of it.
You need to soak the affected area thoroughly, and allow the solution a long time to dry, whether you have carpet, wood floors, or masonry flooring. No fans or open windows are needed here. Here’s how to clean vomit from carpet. The acid in vomit can stain a surface fast, so wipe it up as soon as you can. Use a dustpan or scraper to remove the larger chunks. Blot with a towel to clean up the moisture. Mix a solution of 2 cups of warm water, 1 tablespoon of salt, 1 tablespoon of liquid dish soap and 1/2 cup of vinegar. Huge fan of Genesis 950 for removing pet stains. I have an older dog who struggles to get outside. Because of this, I have had issues with odor more so than the visible staining. The carpet is kind of a cream color so you can’t always see the stains, or tell when they are there, but you can smell it after the dog has gone. The 950 has been the only thing to not just neutralize the odors, but also deodorize them. I can’t always stop the dog from going there, but I can at least get rid of the smell when it happens.
2. This machine, if you move it slow enough like the instructions TELL YOU TO will suck almost all of the water back out. I have been able to turn on the ceiling fan, shampoo an entire extra large area and move furniture back to bone dry carpet within 4 hours each time I have used it. Pro companies I have had to leave furniture off the area or up on the foam blocks for days each time. You must move the machine slowly though and make 2-3 passes over the area. You can see the dirty water/foam still coming back up in the machine, so you will know when you have gotten most of it out. I make 3 slow passes, fwd/backward, fwd/backward, fwd/backward and the carpet is nearly dry to the touch-only slightly moist. Not wet. Not damp. You can walk on it with sox and tell it is dry after 3-4 hours.
Nothing works. Dried stains are bad, we wash them and stink is still there. Wet stains are more manageable, I do the paper towel trick then soak with the stain remover. But dried ones went thru the entire carpet and even thru the wood under carpet (how do I know? Replaced carpet once, the wood underneath was soaked with the stinker’s urine), so I have the smell all the time, just waiting my dog will pass away as she is very old and sick, and then we will put the hard wood. In the mean time, professional cleaning doesn not help, vet vaccuum that we own, does not help either. I am frustrated.

I that’s a little drastic and not fair to the dog/puppy. You don’t have to cut the sub floor out, if you do it right and there is no visible stain on carpet you can replace the area of stained padding for the sub-floor paint over affected area with kills paint, available at Walmart and lumber stores return carpet to use.
Put on your rubber gloves, spray from the outside edge of the stain towards the middle, working the vinegar solution into the carpet fibers with your fingers or a clean, lint-free cloth, towards the middle of the stain.

I do hope you have success in resolving your problem – I am in the UK and we have the NCCA here (National Carpet Cleaners’ Association) – but if you are in the USA, you could try contacting the trade association for professional carpet cleaners in your area to see if you were given bad advice by the carpet cleaner who steam cleaned your floor. He was evidently aware of the dog urine problem as soon as he arrived to clean your carpet. If this is the case and he belongs to a professional body, you may have some comeback about this.
