LR, I would give it a good soak in soapy water with some vinegar, then I’d rinse it really well, then I’d give it a soak with some enzymatic cleaner and let it air dry. As for not being able to see pee on dark objects…. that’s new to me. It makes me wonder if your cat has very dilute urine. It’s possible it has some kidney problems. Might want to see a vet.

I went ahead and scrubbed the baseboards with white vinegar. Then I found the peroxide/water suggestion. I tried that. Now I have a strong odor of vinegar in the room. I have opened the windows to let it out. Not sure, but I feel like I have made things worse.
